Tropico is home to seven different political factions, each with unique demands, such as constructing specific buildings and issuing particular edicts. Given the game's Cold War backdrop, players must manage relations with both the United States and the USSR, who provide annual financial aid. Maintaining positive relations yields more aid and potential alliances, while strained relations result in reduced aid and the risk of invasion by these superpowers.

The game boasts additional features like a timeline editor for crafting fictitious or real historical events, customizable avatars, political speeches, extensive editing and modification capabilities, a mission generator for randomly generated maps, online functions such as high scores and visiting other players' islands, and a vibrant Latin soundtrack.
